Bus company pays no crash

My vehicle was parked on the side of the road when he was struck by a taxi. The bus company is refusing liability insurance that their vehicle had been involved in an accident with another car which has contributed to hit my parked car. Who is my insurance application with?
My opinion is that I ask the bus company which would then have to claim their losses on the other driver.

Assuming that you are fully covered, your first port of call should be your own insurer, and should cover the cost of your repairs, while seeking the recovery of any third parties.
Your insurer will probably be the appointment of an accident management company for an eventual recovery of its costs and whether the policy includes coverage for legal assistance, legal costs are met, too.
However, if you only have to cover a third party, you will need to apply directly, but you can always seek advice from your insurer, which May be able to recommend an accident management company to act on your behalf .
The cost will ultimately be borne by the person who accepts responsibility.
There is a parallel with a "shunt" type of accident where a vehicle is struck from behind by a vehicle which had itself been hit from behind. In such a case, it is clear that the third vehicle was the cause of the damage at once, so that the driver of the vehicle first to make a claim against its owner, and not against the fact that the vehicle struck the first car.
But your case is not as clear. It is quite possible the driver bears a responsibility for the collision, it must be at the bus company that the application is made. It is for the bus company in the insurance company to sort the ultimate responsibility.
