New Report Details How to create an option for public health

2009 APR 22 - (NewsRx.com) - Congress is preparing a radical overhaul of the nation, the health system, Jacob Hacker today was the first to describe details of how the nation can implement a structure and public health insurance option as part of the reform package (see also Medicare and Medicaid).

Hacker, who is co-director of the UC Berkeley Center on health, economic security and family, joined the Institute for America's Future co-director Roger Hickey in a press conference today released a new report entitled "healthy competition". The report, co-sponsored by the Institute and Berkeley HEADS provides a roadmap for creating a system of public health insurance in the nation's health care system.

The work plan provides coverage for people without access to an "exchange" with the public and private sector options. The public mirrors Medicare administrative infrastructure, but would be managed separately from Medicare. The plan has its own risk pool and offers the same benefits and conditions of coverage.

At the press conference, "said Hacker providing public health care system is the only possible way to develop a sustainable health care system and ensuring universal access to care they need.


"Without the choice of public, private health insurers will still game the system to maximize their profits while failing to provide health security in the long term," said Hacker. "Offering an option for public health insurance that competes fairly with private plans is essential to ensure access, cost control and improvement of quality care for all Americans."

Hickey said the new report details how a public insurance work, which is eligible, and how it will work alongside Medicare and private plans.

"Many studies have shown that well-structured public insurance option to save the nation billions of dollars over a decade," said Hickey. "This report kicks off the debate on how a well-structured insurance job."

Hacker's report advocates a system of public health insurance pricing with the authority. It sets out the safeguards to ensure its bargaining power is used correctly. This includes a payment based on the efficiency of the system (an improved version of the disease), expanding Medicare Payment Advisory Commission, an advisory group of stakeholders which includes suppliers and automatically for consideration of case.
