A Black Creek Township man says he's not getting answers from the township supervisors, but two of the supervisors he complained about disagree.

Scott Weller said financial figures that are handed out during the supervisors' monthly meetings don't match financial figures that are uploaded to the township Web site. He also said figures on the township Web site showing financial statements don't add up either.

Township Supervisor and Secretary/Treasurer Dennis Feerrar said the Web site isn't updated daily and is still a work in progress. He explained the difference in financials, by saying though checks may be written out by the time the financial reports are compiled, they are not always cashed at that time. Feerrar said the most up-to-date township financial figures are handed out at the monthly meetings.

Weller said he wasn't happy with Feerrar's explanation, noting the answer doesn't explain the discrepancy. He said figures should be the same on paper and on the Web site since they come from the same source.

"There's no excuse for three sets of numbers," Weller said. He said he feels Feerrar is either trying to deceive township residents or is "incompetent."

But Weller also questioned whether or not two of the three township supervisors work full time or part time and what benefits they receive.

Feerrar and Supervisor Bonnie Adams both said they are full-time township employees. Adams said she works 35 hours a week and Feerrar said he works 24 to 25 hours a week because there's not enough work to warrant him being there longer.

Both are paid $18.25 per hour, Adams said.

As roadmaster, Adams, Feerrar said, collects no additional pay, though past roadmasters in the township were paid additional money for the work. Adams said she did cut her hours for a few weeks in April and for two weeks in May after certain residents complained about the time she spent working for the township.

Feerrar, as secretary/treasurer, said he is paid an additional $1,000 each quarter for the position. He said the person that previously held the title was paid $18,000 a year.

Adams said the township always had a $50,000 life insurance policy for its township employees and supervisors who are employees but Adams said she never had it. All supervisors, she said, are given a $10,000 plan. Feerrar said all township supervisors had to take physicals but he was the only one to pass and the township life insurance company raised his plan to $50,000. However, Feerrar said after seeing the first bill, which totaled $88 a month, he declined.

Adams said due to residents complaining about the $10,000 plan, she and Feerrar cancelled the policies, though by state law, they are entitled to it.

Feerrar said the commonwealth township supervisor handbook points out certain benefits township supervisors are entitled to, such as health insurance, life insurance, holiday and vacation pay.

Feerrar and Adams said they only take holiday time and opt not to take vacation and insurance.

Feerrar said as a retiree he doesn't need the benefits that township supervisors are offered according to state policy. Both said all they receive are township wages and holiday pay.

But at a May public meeting, Weller said Adams said, she was not full time and didn't receive any benefits, including holiday pay. He also said Feerrar said he doesn't work full time at a meeting two months ago. Adams said the amount of time she puts into the township varies with the season. She said during the winter with plowing and during the summer with the community pool she works full time. When work is slow, Adams said, she cuts her hours, which is why she doesn't take vacation time.

Weller also said the supervisors don't answer questions posed by the public and are not being honest.

Feerrar said comments made at the end of monthly meetings don't have to be answered.

"In other words people are allowed to stand up and say what they want to say," Feerrar said. He also said there are times when he isn't 100 percent sure on the answer to a question and needs to research it.

Adams said she believes pertinent questions are answered.

"We give more information to the public than they ever received," she said. Adams said people are invited to the township office during business hours to speak with a township official and to request information, which the township provides to them.

Weller said he would welcome the opportunity to go over financial figures with Feerrar at a public meeting in front of people, noting Feerrar only wants to discuss things one-on-one. Weller said he is not finished watching the supervisors.
