Two health care reform bill passed by the House Thursday morning, an overwhelming majority. A bill to initiate the next step in a long term, the health care reform in Utah was approved this morning, 64-4 at the House of Utah. All members of the House who spoke for more than hourlong discussion HB188 approved the bill with some reservations.
The four votes against the bill are the first sign of opinion in these two years the reform of the health care system which is a joint effort of the Legislature and Governor Jon Huntsman Jr. Rep. Francis Gibson, R-Mapleton, expressed a view shared by legislators who testified: "Health care is the most important question in my mind and our citizens. This is a pilot project, and our ship leaving the coast and the ocean lies between now and a solution. " Other lawmakers said they have concerns some of the details, including the role of a risk manager for the newly established insurers, but said they are more than willing to take a wait and see approach . HB188 specifically addresses the insurance industry and the basic amounts to a paradigm shift in Utah's health care system for insurers and policyholders: Consumers have more power and more responsibility in their own health care. The sponsor of the bill, House Speaker David Clark, R-Santa Clara, reminded representatives that the full comprehensive reform is eight years, but Utah is getting a start? and an edge over other states? the renovation of a system that is inefficient because it is expensive. While the bill outlines proposed changes, ranging from 46 lines, are a combined strategy of several repairs and new options for medical insurance. It includes a mandate on the insurance industry to meet the market needs of small businesses, which are increasingly opting out of insurance coverage for their employees. A known low-cost health insurance plan in Utah Netcare plan should be proposed in 2012 as an alternative to the current legislation which allows an employee who leaves a company to continue to be covered by the plan of the company , commonly known as COBRA. Earlier in the morning, legislation that takes a first step towards helping patients with head and tail of their health care bill was approved unanimously in the House this morning, Utah. The proponent said HB165 begins to untangle the Gordian knot of red tape and hassles associated with tracking and paying for medical services. Rep. Merlynn Newbold, R-South Jordan, said the basic element of the measure is both to simplify the process and generally closed decodify vocabulary of billing for consumers. The bill also provides patient information and medical services databases updated with the information technology that is common in other industries. The sponsor said that in the era of access to information and instant sharing, medical care is lagging far behind and, therefore, encourage the processing of medical waste? not to mention the serious errors in care? sometimes simply through poor calligraphy and communication.
