Iran committee names state firms, agencies to be moved out of Tehran

The government has announced the list of 163 government firms and organizations that must be transferred from Tehran. Two important decisions ratified by the president's special representatives in the workgroup to transfer government employees from the city of Tehran have been emitted, announcing the priority and name of government firms and institutions that must leave Tehran and details on the manner of providing pensioners with special benefits if they are transferred from Tehran to other cities.
In line with the government's decentralization plans for Tehran and following decisions by the president's special representatives on the workgroup to transfer government employees from Tehran [Kargoruh-e enteqal-e karkonan-e dowlat az Tehran], taken in the group's meetings on the fifth and 16th Ordibehesht [15 April and 6 May 2010] following discussions by group members, and pursuant to Article 127 of the constitution of the Islamic Republic of Iran, agencies affiliated to ministries are to be transferred from Tehran on the basis of determined priorities. The place of transfer will be determined by the highest executive official of the agency and the provincial governor.
The workgroup to transfer government employees from Tehran has stressed that all the bodies cited above shall be transferred from Tehran with exceptions to be determined only on the recommendation of the most senior official of that body and with the workgroup's approval.
On the basis of another decision by the president's special representatives and in line with the goal of transferring government firms from Tehran, the board of directors of government companies based in Tehran are obligated to act within a month to move their central offices to relevant provincial areas.
Likewise the vice-presidency for management development and human capital [Mo'avenat-e towse'e-ye modiriat va sarmaye-ye ensani-ye ra'isjomhour] has been tasked with extending to voluntary retired forces the benefits cited in the letter of decision dated 12/27/88 [18 March 2010]. Thus retirees resident in Tehran who wish to move from Tehran to other cities can in keeping with the conditions of the above regulations, utilize its facilities.
The ministries of Economic Affairs and Finance, and of Housing and Urban Construction, have been tasked with announcing to the vice-presidency for management development and human capital the necessary resources for payment of facilities and housing provision.
On the basis of this ratified decision, the vice-presidency for management development and human capital must with the collaboration of executive bodies take necessary and legal measures to reduce the structure and number of independent organizations attached to ministries.
Ministers and heads of executive bodies shall also act to defer prerogatives to provincial managers with the cooperation of the vice-presidency for management development and human capital. Likewise provincial governors shall create necessary conditions for implementing the decisions of the workgroup to transfer government employees from Tehran.
All executive officials are obligated to implement the decisions of the transfer workgroup within a set timetable. Evidently negligent individuals will face legal and administrative measures. Likewise ministers and provincial governors who satisfactorily implement the president's orders and ratified decisions of the cabinet and transfer workgroup will with due regard for legal regulations, be decorated for merit.
Pursuant to the decision by the president's special representatives in the workgroup to transfer government employees from Tehran, three ministries have been tasked with reducing Tehran's university population and transferring this to other cities.
The Sciences, Research and Technology, Health and Medical Education, and Education ministries have been tasked with reducing the student capacity in government and non-government universities and act to provide facilities for its transfer and acceptance in the universities of large cities and other provinces.
In keeping with this decision and with the aim of transferring sections of universities from Tehran, the sciences, research and technology ministry has also been instructed to draft plans to reduce the university population in Tehran and announce this to the workgroup.
Separately the defence and armed forces logistics ministry is tasked, pursuant to the law on the sale and transfer of bases and other armed forces installations outside city boundaries (ratified in 1388 and within the framework of decisions by the supreme commander of the armed forces), to transfer bases and other military installations outside Tehran.
This decision requires bases to be transferred outside city limits in line with the law on the transfer of bases ratified in 1388 [2009-10] and in coordination with the armed forces general headquarters.
In line with the decision taken by the transfer workgroup all the above bodies must inform the workgroup of the timing of transfers. In addition bodies shall within 10 days present to the workgroup their feasible proposals for transferring government employees from Tehran within a specified timetable.
The Tehran governorate has also been tasked with drafting within a week the programme to reorganize and transfer unnecessary bodies in the city of Tehran, and announce this to the workgroup to transfer government employees from Tehran.
On the basis of this decision, credits for unnecessary construction and development projects in Tehran shall, as determined by the vice-presidency for planning and strategic supervision, be transferred to provinces receiving transferred projects and organizations.
Likewise the secretariat of the transfer workgroup is to be formed in the vice-presidency for management development and human capital.
In keeping with the set priority, respectively, government firms based in Tehran, educational institutions affiliated with executive agencies, public institutions and bodies (in keeping with the list approved by the cabinet) and organizations affiliated with ministries shall move out of Tehran.
The transfer workgroup has stressed that all organizations cited are ordered to leave Tehran and exceptions shall be determined only on the proposal of the senior official in the body and with the the workgroup's approval.
